Water Conservation Assistance Program (CAP)
The PWD's Water Conservation Assistance Program (CAP) is designed to help water customers reduce water waste. CAP provides customers with a complete in-house water inspection and audit. Customers can reduce water waste by repairing plumbing and installing water conservation devices. CAP also offers conservation literature to these customers. PWD offers these services to low-income households.
A Neighborhood Energy Center (NEC) within the applicant's zip code area provides the services for PWD. An NEC is a neighborhood organization providing a coordinated and comprehensive approach to energy and related problems for customers in its community.
NECs grew out of the collective experience of neighborhood-based groups. Their experience had shown that the only effective way to meet the energy needs of its customers is to combine, at the point of delivery, all basic energy services. Core services of the NECs include fuel assistance, conservation, education, related housing and information/referrals. The services are free to eligible (see requirements listed below) applicants.
